Information on Criminal Background Checks
Wisconsin is an "open records" state. Most
records maintained by state and local government
agencies are open to the general public for
inspection. All adult criminal records in the Crime
Information Bureau database are included in the open
record rule. Juvenile records are confidential and
will not be disclosed to the general public.
All information in the criminal history database
is based on submission, by police departments, of
arrest fingerprint cards. Beginning in 1971,
Wisconsin law enforcement agencies were required to
submit arrest fingerprint cards for offenses.
Arrests without supporting fingerprints are not
included in the criminal history database.
